Can i use the Dalta Porter Cable 18v NiCad Drill for the car Polisher? or recommend any PC.

That should be fine for the 4" spot pads. For the larger pads you'd still need an actual PC, though.

It's not the speed, it is the 'action'. The drill is similar to a rotary, it goes round and round as fast you want it to. This action allows for lots correction, but creates lots of heat and you have to be verrrry careful not to burn the paint.

The Porter Cable Dual Action Random Orbital Polisher/Sander goes round and round, but in an orbital pattern, so it is making different motion on each rotation. The RPM's are also different than a drill. The difference in the rotation and speed keeps you from being able to burn your paint with the DA.
