Rust stains on top of paint

Rust water stains on top of paint, were found under neith a 10 year old car bra on the hood of a white Ford Mustang. It seems to be on the suface, through the clear coat but not rusted through the metal. Sorry for not having pics!

This was someone I had just met asking for :help:!

I don't have any experiance with this yet, the owner tryed a generic heavy cuting compound and then polish, with a valrerble speed buffer. By first look it apperas to have just scatched the heck out of the paint, but not even touch these rust spots.

His method worked on his fenders but not the hood!

Any thoughts?

the rust stains were under the clear bra. My guess is that it was rail dust and the hood was not clayed before the clear bra was taken off. Clay the car and focus heavily on that area to really make sure you got all of the contaniments off.

 

I would be curious to see if spray the affected area with water after you clay it and if the rust comes back after a couple of days.
