It looks like its supposed to be a carbon fiber texture to me... Kind of looks like its suppose to look like that.

 

The pattern is the same though out the entire stripe it looks like.

 

Can you get some different pictures? Maybe a 50/50 where you've fixed it and where the issue still is...

On many 'graphic' films like this there is a UV coating layer, almost like clear coat on a car, but for vinyl. If that has started to go it can look like pitting. If that is indeed the case there really isn't a fix for it, other than replacing the stripe.

What have you been using to clean and maintain them?

OH! I see it now! You have to enlarge the pictures. Kind of looks like lint from a towel. If you rub it with your finger does it come off?

Kinda but you have to really rub hard, it feels like it's under the "clear coat" of the stripes pretty weird

It's a friend's car and he keeps it in an underground parking when not in used, it is a daily driver.

 

There was a few cars there with the identical stripe and you could tell they were all slowly starting to be that way but not to that degree. Some rumoured that perhaps a polisher on the stripes may have caused this? Next time I see it around I'll try VRT just so that I know for future reference but as you say, doesn't look like there is much to do to fix it

If its a gloss finish, which it looks like it is, then VRT isn't the product for that either.

 

Theres also an outside chance that the 'texture' of the carbon finish is holding things. Try a wipe down with very diluted vinegar and see if that comes clean. I've seen cases where mineral deposits find the tiny crevice in things like this.

There might be tiny pin holes in the clear causing air to get trapped beneath it. Is the "carbon fiber" textured or just flat smooth?

Like the doc said, there is probably a coat of something on top because it is pretty smooth
