I'd sand then sand some more with ever lighter grits until you get to about 2000 grit and then start a polishing... Hate to say it here but the Mothers ball with Adams metal polish would make MUCH quicker work of it. They also have the cone shaped one.

 

Then use an Adams MF applicator to get it ever so perfect...

I'll try to put some pictures soon, I'll have to learn how to first. I think the damage may be only inthe clear coat, maybe a little deeper.

 

If they are clear coated do NOT use a metal polish, treat them like your paint. If they are clear coated try some SHR followed by FMP. It may take some elbow grease but keep going at it.
