When do you consider your pads too worn out to use

There really is no set amount of uses... it depends on the size of the car, the level of correction, the pressure applied while polishing, etc.

 

After each use, while cleaning closely inspect the pads to see if the foam is breaking down or fraying. If you take a mental snapshot of how your pads look when they're new or after the first few uses it'll be easy to tell when they're getting worn.
