The clear coat and paint are not orange peeled, it has just adopted the texture of the rock guard and you would have to remove the clear,paint,and rock guard, then repaint and clear to get it smooth. Do not attempt wet sanding until your sure the orange peel is in the clearcoat. I have had many people ask me to fix this problem and 99% of the time that is the case.
