Mud "stained" powdercoated bumper

A friend has a Jeep with a powdercoated tubular bumper. He took it off-road (as you should do with a Jeep) and got a little mud on it. After he washed it, the mud seems to have left behind some deposits, or "stains", on the bumper. We've tried APC and some other home-type remedies but the stains persist. Any ideas?

What brand of bumper is that?  That's going to tell me right away the quality of the coating they used.  Also it appears to have a somewhat textured finish on it correct?

Unfortunately we don't know the brand of the bumper. It was installed by a previous owner.

 

It is textured.

This may sound crazy but do a test spot with some SVRT and let me know how it turns out.  I did this Jeep's bumpers with SVRT and it turned out awesome.

He got the bumper cleaned up with CLR before we got your SVRT suggestion. Thanks anyway, Matt.
