Decal Staining?

I got ahold of a retired school district van that's in pretty rough shape. The rest of the paint needs to be really cleaned up but I removed the decals that were on the side of it and it looks really discolored between where the decals were originally and the rest of my paint. Help me get rid of this, I haven't tried a polish or anything yet I wanted to see what you'd recommend.

I would do the following:

1) Strip wash using a few ounces of All Purpose Cleaner in the wash bucket (might be old yellowed wax and the strip wash will remove that)

2) Clay

3) Revive works well in many applications for cleansing the paint

4) If still some remains, will need to step through the polishes to clean that up
