Need some advice!

Question

I've just recently got into the detailing madness. When I bought my car I didn't know the proper steps for maintaining a vehicle. The picture below is the barrels of my wheels on my 2012 civic. I haven't got a clue how to remove this. I've tried APC with a stiff brush, nothing. Tried DWC with a stiff brush, nothing. I own a pc 7424xp and I was wondering if I could possibly wetsand with 3000-4000 grit sand paper and follow that with the correcting polish?post-13645-0-63554900-1458078234_thumb.jpg

I would want to ensure to give them a good scrub down with a stiff brush and either some APC or some DWC.

If you do go with the Clay use something that doesnt have alot of life left as you will introduce SO much debris into them.
