^^^ just like whiterp199 said it's not rust as long as it is not pitted you can get it off of there. They make a product I think it is called aluminum brightner, but you have to be real careful with because you can mess up your rims if you use too much. If it were me I would try a real good rubbing compund (pretty coarse) before I went and put any chemicals on your rims. That's just my 2 cents.

Try using some high grade steel wool, like "0000"

Again, I'd wipe the surface prior to using the steel wool with a "Wax and Grease Remover". Go to an auto supply paint store and get some good wax and grease remover. Then give the steel wool a shot.
