Dirty wheels

Question

So I polished a truck this morning and it turned out great. Sadly, the wheels look the same after washing. Even the tires wouldn’t come clean. I’m assuming this is built up brake dust and other stuff over the years. This thing has never been detailed I don’t think. Doesn’t matter how much Iron remover I use this stuff won’t budge. How would you guys remedy this, or is it too far gone? I had t washed the wheel or tire in the pic yet. But they don’t look a whole lot better after washing. I’ve never ran into this before. Pic of the truck is after polishing.

If you run out of resource on how to clean them out. Last option would be to plasti dip them dupli color has lots of colors that are peelable. I have on my jeep I just remove them today since I want the all black on tire and rim. It had red letters for a while so I'm changing it. I use the eco wheel cleaner or APC and works great.
