Our TAR will be fine on the plastics, you may have to use a plastic razor blade to get the tar completely removed.
Follow these instructions.
Adam’s TAR is a carefully crafted, unique blend of powerful solvents, natural citrus oils, and alcohols that have been found to be ridiculously effective on even baked-on contaminants that other all-purpose cleaners can’t seem to budge. Despite this high solvency, Adam’s TAR is formulated to be dependable on surfaces without dulling or damaging the finish.
Instructions for General Use:
- Rinse the soiled area with water to cool down the surface and remove light dirt and contaminants.
- Spray Adam’s TAR onto the soiled area, doing small areas at a time.
- Allow Adam’s TAR to dwell and penetrate for 30-60 seconds.
- Thoroughly wipe off the product and soil.
- Rinse thoroughly with water to remove any excess materials.
- Buff to a high shine with a quality microfiber towel.
*Adam’s TAR is not to be used on a hot surface and works best when the area is pre-moistened with water. Do not allow Adam’s TAR to completely dry. Do not allow Adam’s TAR to dwell for more than one minute as the powerful active solvency may damage surfaces if forgotten.

Remember it all depends on the clear coat. I have had some that it takes all 3 pads, MF, Blue Foam & White Foam. And on other clear coats all it take is one step with Compound & Blue foam pad. That's why it's important to do a 2x2 test spot so you will know what it's going to take.

I agree with Dave, it's kinda normal to leave a little residue, however it easily wipes off. Are you washing your wheels first?
That helps because the wheels take the longest to do.

I agree try our TAR or any adhesive remover to get the worst off then like others have said a lot of Claying.

I think your best process and easiest would be CSC & maintain with CS3. Better shine and better protection than any wax.
You would want to Clay & do a Surface prep wipe down before applying the CSC.

Everyone misses spots from time to time. I always use CS3 to go over any places that I missed, also I like using our Interior Swabs to get in around the lug nuts.

I don’t believe I would, in my opinion the Ceramic is far better product than the Glass Sealant. It would be taking away from the benefit of the Coating.
Others may think different, this is just my opinion.
