Of the two you listed i'd go Nikon for the better optical zoom. The last Canon P&S I had I gave away, just hated it. But much of that is personal preference.
Just looks like marks from manufacturing, as already mentioned diluted APC and a soft brush then a little dressing. But if you have the Total Interior Detailer try that first, you would cover both steps in one process.
Do you have any friends who shoot a lot ? If so you may want to consider using the same brand, they would be able to assist with functionality/menu questions. And if you move into a DSLR it is nice to be able to borrow lenses
